Vitória de Setúbal players stood still for the opening minute of Friday’s match at Moura AC in protest at the delayed payment of wages.
The three-time Portuguese Cup winners were recently demoted from the Primeira Liga to the third tier due to licensing and finance issues.
If you wanna start lower there's a few historically significant teams (salgueiros is another Porto city that got re-founded by fans, vitória Setúbal just demoted all the way from the first to the third tier, beira mar also has a euro 2004 stadium)

To make a point about the four months’ worth of pay owed them by the club, the team refused to play for the start of the game at the Estádio do Moura Atlético Clube.
Their opponents declined to attack them in solidarity, passing the ball around in their own half until the demonstration was complete.
Once the fixture got going in earnest, Vitória went on to claim a 3-1 win that leaves them top of the table.
